Thursday 14th July 2020 at 7.30PM.  Held via zoom video call.

 

Present, Angela Haydon (AH), Bonnie White (BW), John Hodson (JH) Chair, Stephen Lark (SL), Duncan Leslie (DL), Joanna Wade (JW)

Also in attendance: Charlotte Cole (CC, Clerk) and 3 members of the public. The meeting commenced at 7.30pm.

 

1. Apologies received and accepted.  Stephen Sadler (SS) away, Rick Brookes-Smith (RBS) away.

2.The Council approved the accuracy of draft Minutes of the previous meeting (11.06.20) and signed by Chair.

3 / 4. Public Forum – One Four Elms resident raised concerns regarding the speed of traffic noting the increase

in cyclists, families, pedestrians and horses on the Bough Beech road and surrounds. Narrow hedges, concealed

entrances etc.  Issues were discussed and resolved that the Clerk would liaise with KCC Member (Peter Lake)

and the resident to explore the issues further and what action possible.

Matthew Dickins (SDC Cllr.) updated on SDC issues and invited any questions.

 

Items for discussion / decision;

 

5i.        Councillor vacancies.  Update on Four Elms ward vacancy – BW updated that had been in contact with Four Elms school teachers / Governors and parents to promote the vacancy. AH suggested Clerk re-join the “Next door” online group to promote the vacancy.

5ii.       To receive the resignation of Anita Sebastian (Hever ward), with immediate effect.  The Clerk advised of the procedure to advertise vacancy and if no by election called, then will be able to co – opt.

5iii.      Do any of the Councillors have training IT needs they wish the Clerk to arrange? – none.

6.         Financial update. Receipts and payments since last update & accounts and statement reconciliation received and noted.

7.         No grant applications received.

8.         Updated membership of committees. – BW to join the Finance and Employment Committee (with Chair, Vice Chair and Clerk).  The Clerk wished to highlight to the Council that the busy Planning Committee consisted of SS, AH, RBS and DL so any new Cllrs. may wish to be involved in planning matters.

9.         Parish wide and District volunteer scheme update – SDC scheme will end at the end of September.  Clerk liaising with SDC to contact volunteers and any locals still receiving help to manage transition.

10.       Four Elms pond – further options were discussed to further encourage responsible behaviour by those fishing, having taken legal advice it was resolved not to consider a byelaw at this stage – for a number of reasons e.g. alternative legislative measures already exists to address the problem of illegal behaviour, whether a magistrate would be supportive that a byelaw was necessary / not excessive or disproportionate, significant consultation would be required (not just with those living in the local area), issues of enforcement and whether behaviour would change etc.

11.       Planning; applications responded to and outcomes – attached to agenda.

12.       Urgent issues at the discretion of the Chairman for noting or inclusion on future agenda.  Chair

requested an update on heritage fingerpost signage – Clerk had requested quotes.

13.       GDPR – to update any developments or actions required. None.

14.       To determine matters arising from the previous minutes for updating / noting – none

 

 

15.       Consultations / Other Correspondence.

·         Thanks from ex Councillor Christine Thompson for the card.

·         Resolved to hold scheduled 22nd September meeting in person at planned venue of Hever village hall.  Clerk advised the Council that it hadn’t met in Four Elms since March 2019.  AH advised that sadly the Four Elms village hall was already booked on 22.09 so was resolved to continue with the Hever venue.

 

Items for updating on / for information;

  • Hever parish field hut renovation works – scheduled for early August.
  • Four Elms playground re opened from 4th July.

 

16.       Consultations / Other Correspondence.

Gatwick update (SL, RBS, DL).  Clerk reported back from attendance at Roundtable meeting regarding Gatwick Northern Runway Project – 19th February 2020.  DL expressed concern as to why the few planes that were currently flying were passing over Hever.

Council tax breakdown for Hever Parish for 2020 – 2021.

Ward demographics summary (Clerk) discussed and Clerk to share electronically with Cllrs.

Council for Protection of Rural England CPRE Committee – the Council did not wish to nominate a Cllr. to be representative

JW – advised that Hever village hall Chair to be appointed soon and will likely lead renovation / funding drive.

JW asked for editorial / articles for the Link magazine, especially any from Four Elms.

 

The zoom meeting ended 8.40pm.

Meeting CANCELLED – Hever Parish Council meeting Agenda Tuesday 17th March 2020 7.30pm Hever village hall

Hever Parish Council meeting tomorrow, at Hever village hall, Tuesday 17th March has been cancelled due to insufficient numbers of Councillors being able to attend (for a variety of reasons). Items will be transferred to the next scheduled meeting in May.

In advance of the meeting – written requests for Council to consider / comment on (the Clerk has already made preliminary responses);

i               permission for the memorial bench for Pat Leigh at Four Elms village pond.  No request for funds.

ii              Stop fishing at the pond immediately – amount of rubbish being left and dangerous parking.

iii             complete obstruction of pavements by cars that are parked, not only from people that fish also from parents picking up their children.  Those that walk are having to walk in the road with their children.

iv             parking on double yellow lines, again mostly visiting fishermen

v              speeding through the village by motorists, 2 accidents on the crossroads already this year

  1. Request for a fence to left hand side of Four Elms pond to deter fishermen accessing the garage site for fishing?

  1. Resignation of Christine Thompson. Opportunity for co – option for Four Elms ward Councillor, IF no election is called by 10 electors by 27th March.

The Council to consider which networks a Cllr. could be co – opted from.

 

5i.        *Financial update. Receipts and payments since last update & accounts and statement reconciliation (Clerk).

5ii.       To consider any grant applications received.  Does the Council require further information and / or wish to support the application (to what sum)?

*£ 5,000 requested for funding for our new pavilion and decking.  Falconhurst Cricket Club.

Hever Parish Council Meeting 21.01.20 – draft minutes

THE DRAFT MINUTES OF THE MEETING OF HEVER PARISH COUNCIL.

Tuesday 21st January 2020 at 7.00PM.  Held at Markbeech Village hall.

 

Present:  Rick Brookes-Smith (RBS), Angela Haydon (AH), Bonnie White (BW), Christine Thompson (CT), Stephen Sadler (SS)

Also in attendance: Charlotte Cole (CC, Clerk) and 2 members of the public. The meeting commenced at 7.00pm.

1.To receive apologies – to arrive late; John Hodson (JH) 7.10pm Joanna Wade (JW) Stephen Lark (SL) 7.11pm. In the absence of Chair and Vice Chair, SS Chaired the meeting.

To receive declarations of interest in respect of items on the Agenda. To be specified per item.

  1. To approve accuracy of minutes from the previous meetings (Minutes from 21.11.19). Previously circulated draft minutes approved by all and signed by JH (on arrival).
  2. Public Forum.

Peter Lake (Kent County Councillor) updated on; Public right of way SR577 due to Hever station area landslip.  Potholes, loose manhole cover, flooding, ditches discussed, particularly in How Green Lane.  Noting KCC receive 6000 pothole enquiries a month.  Supports the HPC initiative for offering grants towards self closing gates on PROW.  PL will be recommending a 4% increase in KCC budget.  There are 400 young (<16 years) asylum seekers in Kent.

Matthew Dickins (Sevenoaks District Councillor) updated that comments on SDC Local Plan would be in an article in the Link magazine http://hever.org/wp-content/uploads/2020/01/Link-Feb-2020-web.pdf

Supported HPC Agenda item #15 regarding improving communications relating to parish wide licensing applications.  Continues to encourage a solution to Cowden station parking issues.  Claydene Farm planning application – being heard at SDC planning committee Feb.  Has been re-allocated to Emma Gore, Planning Officer.  High Weald AONB Design guide published http://www.highweald.org/news/2386-new-high-weald-housing-design-guide.html

PL and MD left at 7.20pm.

 

  1. History of village grant funding discussed. Clerk to add population figures and Council tax rates for information. Note some spending led to assets being retained by HPC.

  1. HPC Affordable Housing Project.

To receive analysis by Sevenoaks District Council on possible rural affordable housing exception sites in the parish and update following a meeting in December between the HPC working party (Clerk, SS, CT) and English Rural Housing association.  Landowner negotiations would be the responsibility of English rural.  A period of full and comprehensive public consultations would take place before HPC consider whether to formally support the project.  Only after this time, could any planning application be considered.  Need to initially consult with KCC Highways for their guidance.

Pedestrian safety request from Governors to consider re-routing path from Castle coach park to Hever school – to pass in front of hut.  They have obtained quote for most of the work and able to part fund from Governors fund.

Peter Lake (Kent County Councillor) updated on; New Leader of KCC Roger Gough.  Michael Payne responsible for Highways.  Trials of 20mph speed limits in school hours in some local villages.  DBS checks on school bus drivers.  Operation Brock ended.  KCC budget – perhaps 3% increase in council tax more suitable with increased Govt. assistance.  £250m of KCC pension fund invested in Woodford fund.  Invitation received by many groups for Gatwick event. THE DRAFT MINUTES OF THE MEETING OF HEVER PARISH COUNCIL.

Tuesday 17th September 2019 at 7.30PM.  Held at Markbeech Village hall.

There was no planning meeting due to lack of applications within the timetable.

Present:  Cllrs., John Hodson (JH) (Chair), Angela Haydon (AH) Bonnie White (BW), Christine Thompson (CT), Anita Sebastian (AS), Rick Brookes-Smith (RBS), Stephen Lark (SL), Stephen Sadler (SS)

Also in attendance: Charlotte Cole (CC, Clerk) and 2 members of the public. The meeting commenced at 7.30pm.

 

1.To receive apologies – Joanna Wade (JW) working, Matthew Dickins (MD) Sevenoaks District Councillor working at SDC.  These apologies were accepted and noted.

  1. To approve accuracy of minutes from the previous meetings (Minutes from 16.07.19). Previously circulated draft minutes approved by all and signed by JH.
  2. Public Forum.
  • Four Elms resident JS attended to express concern regarding rumble strips (previously installed

safety measure) on roads leading out of village from the crossroads and the reported noise and vibration impact.  Has independently completed survey of residents to share with HPC and KCC.  KCC have already responded that if / when surface renewed (next financial year at earliest) then will review.  HPC have already completed their Highway improvement plan (HIP) to KCC for 2020 – 21 with item #2 being renewal of red friction surface. At that time, all the options for surfacing can be considered.  The reasons for the installation of the rumble strips discussed.

  • Another resident (JP) expressed concern at the speed of drivers through the village and lack of

police speed checks.

  • Four Elms resident Dave de Waal was unable to attend the meeting as planned and sent apologies

and notes for the Clerk to read out with more details of his proposed school holiday sports camp, with possible use of Four Elms recreation field.  Requesting access to ground for 2 days in October half term, ~ 3 hours a day, ~ 15 children, bring all own equipment, local children and employment, mindful of total public access and use at all times, insurance details submitted.  This was discussed at length – maintenance of grass (is by gardeners contracted by school) and playground / goal (HPC maintain), access for locals etc. whilst supporting local families who require childcare, local business and a healthy activity.  It was agreed that HPC would allow and support the 2 days in October half term, with a local Cllr. visiting the site and review future requests at the Nov. Mtg.

  1. Co – option of Duncan Leslie (DL) to post of Councillor, Hever ward, Hever Parish Council (following meeting on 16.07.19).

4i.        DL to confirm that qualified to hold office – meets the criteria for eligibility set out in s.9 of the 1972 Act and is not disqualified, pursuant to s.80 of the 1972 Act.

4ii.       Sign the declaration of acceptance of office in the presence of the Clerk / Cllr.

4iii.      Sign HPC Code of Conduct (2019).

4iii.      Register and declare pecuniary and non-pecuniary interests (within 28 days).

Note; if an interest is NOT entered onto the authority’s register, then the member must disclose the interest to any meeting of the authority at which they are present, where they have a disclosable interest in any matter being considered and where the matter is not a “sensitive interest”.  The Monitoring Officer must be notified then within 28 days.

  1. 5. *2020 – 2021 budget. Finance committee meeting (JH, HW, CC, AH) to be held in October.  Any proposals from the full Council relating to next year spending / projects and budget plans?

  1. Retirement of Dr. Morrison, Edenbridge medical centre. Does the Council wish to respond to
